From the manufacturer About Us It all started in 1976 with a hundred feet of twine wrapped around a hockey stick handle and a metal weight to serve as a mini anchor. Designed by scuba enthusiast Dave Parker in his garage in Torrance, CA, this innovative safety tool was intended to float on the water’s surface to mark locations for divers. Dave named his invention the "Pelican Float" because he believed it had the potential to save lives. And he was right.

Keen to build on his vision, Dave soon turned his attention to designing a superior first-aid kit for divers.
